Critical Infrastructure That We Taake For Granted - Interconnected and Vulerable

This seminar will discuss the basics of Critical Infrastructure – utility and transportation systems and their interdependence, including how we incorrectly assume these essential facilities will always be there for us. Emergency preparedness and response will be reviewed, including risks, efforts at hardening/protecting key facilities, and single points of failure. Some recovery issues will be presented. A brief presentation is planned, followed by discussion regarding the above, what local impacts might look like, and other topics of interest to the attendees.

Clair Olivers earned an MS and BS in Civil Engineering at the University of Washington in Seattle.  He has over 40 years of experience in planning, financing, building partnerships, design, and construction for a wide variety of public works projects in Snohomish County and Western Washington, including 24 years of utility management experience. Since retiring in September, 2006 from public service (25 years at the City of Everett and 5 years at PUD #1 of Snohomish County) and utility management, he has assisted local utilities as a consultant for 11 years and served as a volunteer with American Water Works Association (AWWA) and Water For People.

He has served numerous roles in AWWA leadership at the Section and Association levels, was certified as a Water Distribution Manager 4, is licensed as a Civil Engineer in Washington, and served a term on the State Board of Certification for Water and Wastewater Operators.

Now retired, he has been an active volunteer with the Retired Public Employees Council of Washington at the local and statewide levels, having served as Council Treasurer and currently as President.
